Emergency declared in US state of Washington, eight additional casualties, many still without power

A state of emergency was declared Sunday for the U.S. state of Washington by governor Christine Gregoire, as additional reports of storm-related casualties surfaced. The state National Guard has been deployed to aid in distributing supplies.

Thousands were still without power in the coastal and Puget Sound regions, though most urban areas were back with power as late as Sunday afternoon, and outages were mostly contained to rural and unincorporated areas. Puget Sound Energy reported that roughly 500,000 energy customers out of the 700,000 who lost power were back in service by Sunday evening. Seattle City Light, the city’s independent municipal utility, reported only 18,000 customers still without power as of Monday morning, down from a peak of 175,000.

Four additional deaths related to the post-storm power outage had been reported as of Monday, bringing the total number of casualties to eight. A man in Gig Harbor was electrocuted by a downed power line while walking his dog. Another man in Spanaway died when an unattended candle caused a house fire.

Two died from carbon monoxide poisoning in separate incidents related to use of combustion devices indoors. Roughly a hundred additional cases of non-fatal carbon monoxide poisoning were reported from people using generators or grills indoors. News radio stations and authorities warned the public to stay away from downed power lines and not to use grills indoors. Dr. Neil Hampson at Virginia Mason’s hyperbaric unit, where a number of victims were being treated, warned it could be “the worse case of carbon monoxide poisioning in the country”.

On Monday, four new carbon-monoxide deaths were reported in a family of five in Burien due to an indoor generator. In Canada, which had some damage from the week’s storms, two southern British Columbia carbon monoxide deaths were also reported. Despite continued warnings, hospitals are still seeing cases of carbon monoxide poisoning, including a family in w:Shoreline, Washington which was taken to the hospital after they reported symptoms due to their indoor grill. Neighbors of the Burien family suggested that noise concerns are leading people to place noisy generators indoors.

The massive power outage left many stores and gas stations unable to operate. Some businesses opened with the help of backup generators, conserving power by foregoing heat and refrigeration, exterior lighting, and half the interior lighting. Most stores had run out of “D” size batteries, the most common size for flashlights, as well as firelogs and other essentials. Gasoline shortages were reported throughout the area, with one man selling excess fuel for as high as $15 per gallon, over 5 times the average retail price.

The Red Cross set up shelters throughout King and other affected counties for those without power or food. Hotels reported no vacancies as whole families took shelter in powered hotels, especially in Seattle. Restaurants also reported brisk business as people sought out a hot cooked meal. Tons of perishable food were expected to have become unsafe after the prolonged outage disabled refrigerators and freezers both in homes and stores.

Many of those without power visited nearby friends and family living where power had been continued or restored, while others traveled out of the area to places that had not been affected. The widespread outage made long-distance traveling treacherous on some major routes, with roadway lighting, cellular towers, and services disabled by the outage.

Most major roadways which were closed during the storm were reopened on Friday. The 520 Floating Bridge over Lake Washington, a major conduit to the technology-rich Eastside, sustained minor damage. Amtrak, which had halted its Cascades service, resumed Saturday evening. Sea-Tac Airport resumed operations with a reduced flight load, after a transient power outage on Friday disabled the airport radar and caused all planes to be grounded until it was repaired.

An interview with gossip columnist Michael Musto on the art of celebrity journalism

There are two things one can expect on a trip to see Michael Musto at the offices of the Village Voice: a 20-minute round-trip wait for the elevator and rapid fire answers from one of the most recognizable gossip columnists in the United States. Musto, in addition to his appearances on Countdown with Keith Olbermann and the E! network, has been writing his column for the Voice since 1984. He has recently compiled the best of them in a book released this year titled, La Dolce Musto: Writings by the World’s Most Outrageous Columnist. He was Carrie Bradshaw, replete with a prodigious use of puns, before Sex in the City was a thought. His column is a romp through his life, spats and opinions on socio-political issues. As David Thigpen of the Chicago Tribune wrote, Musto is “a funny and caustic satirist who masquerades as a gossip and nightlife columnist.”

Musto, a Columbia University graduate, is a rarity in today’s celebrity world: he is accessible. He often corresponds with his readers and his public functions are a mix of parties, nightclubs, academic lectures, university panels and film premieres.

He is friendly and frank, and he welcomes people to join him in his world (“I just got a message that Michael Lucas died!” he says staring wide-eyed at his phone; the message turned out to be false). Wikinews reporter David Shankbone spoke with Musto about his life and his relationship to the world of celebrity journalism. And he did not hold back.

Space Shuttle Discovery launches

The NASA Space Shuttle Discovery roared into the Florida sky at 10:39AM ET (14:39 UTC), 2 weeks after the launch was scrubbed due to a faulty sensor. The launch was the start of the STS-114 mission, which is planned to be completed on August 7, 2005.

Solid rocket booster separation was triggered two minutes and five seconds into the flight after burnout of the putty-like fuel packed inside each rocket. The firing of explosive bolts freed the twin boosters from the side of the external tank, allowing them to peel away from the space shuttle. Parachutes were then automatically deployed from the boosters, allowing them to slowly descend into the Atlantic Ocean where they will be towed back to shore.

Discovery initiated the command for main engine cutoff, or MECO, at the 8-minute, 23-second mark. MECO shuts down the orbiter’s three powerful engines in the rear of Discovery after completing the “uphill” climb into space.

With the ascent into space complete and fuel in the external tank exhausted, Discovery jettisoned the orange canister. Following jettison, Commander Eileen Collins pitched the orbiter up until the tank could be sighted through the orbiter´s upper windows. Mission Specialist Soichi Noguchi then took digital photographs and video of the external tank from a distance of just 1,500 feet.

New fossils from 10 million year old ape found in Ethiopia

Researchers say that new, ten million-year-old fossils found in Ethiopia, prove that the theory that humans may have evolved from a species of great apes eight million years ago, may not be true, but that humans may have split from apes as long as 10.5 million years ago.

At least nine fossilized teeth, one canine tooth and eight molars, of a previously unknown species of apes found in Africa were discovered by a team of researchers from Ethiopia and Japan who then compared the 3-D make up of the teeth to other fossils that date back as far as 8 million years and found that the fossils are likely a “direct ancestor” of apes currently living in Africa and that the new ape fossils were that of a species of gorilla who ate mostly plants high in fiber.

Current fossils and research say that the evolutionary split from apes to humans occurred at least eight million years ago. The new fossils say that the split may have happened as long as 10.5 million years ago.

“Based on this fossil, that means the split is much earlier than has been anticipated by the molecular evidence. That means everything has to be put back,” said researcher at the Rift Valley Research Service in Ethiopia and a co-author of the study, Berhane Asfaw.

Despite the finds, other researchers are not convinced that the findings are correct.

“It is stretching the evidence to base a time scale for the evolution of the great apes on this new fossil. These structures appear on at least three independent lineages of apes, including gorillas, and they could relate to a dietary shift rather than indicating a new genetic trait,” said a Professor at the London Natural History Museum in the United Kingdom, Peter Andrews who also added, “but the fossil evidence for the evolution of our closest living relatives, the great apes, is almost non-existent.

Researchers have named the newly discovered species Cororapithecus abyssinicus whose remains were found in the Afar Region of Ethiopia, the same place where the remains of Lucy were discovered in 1974.

FBI arrests nuclear engineer and wife on charges of espionage

In the United States on Saturday, the Federal Bureau of Investigation (FBI) and the Naval Criminal Investigative Service (NCIS) arrested a couple in West Virginia. Court documents released Sunday allege they tried to sell classified data to a foreign nation.

The Maryland couple, former U.S. Navy nuclear engineer Jonathan Toebbe and his wife Diana Toebbe, were both arrested and charged with violating the Atomic Energy Act. Mr. Toebbe worked on naval nuclear reactors and acoustic quieting. Ms. Toebbe is a teacher at the private Key School in their neighborhood in Annapolis, now on indefinite suspension according to the school.

U.S. Attorney General Merrick Garland said in regards to the case, “The complaint charges a plot to transmit information relating to the design of our nuclear submarines to a foreign nation.” The U.S. Department of Justice (DOJ) alleges the couple tried to sell this information to a foreign agent who was actually an FBI undercover agent.

Documents filed in federal court allege Mr. Toebbe arranged to sell restricted information to a foreign power identified only as “COUNTRY1” over several months via encrypted messages, and that he arranged “drops” of these data on SD cards in various locations in exchange for payments in cryptocurrency.

At the first of the drops in West Virginia, the DOJ alleges Mr. Toebbe hid an SD card in a peanut butter sandwich while Ms. Toebbe acted as a lookout. At the second of these in eastern Virginia, the DOJ charges that an SD card was placed in a chewing gum package. Federal officers arrested the couple at the third drop site, in West Virginia, on Saturday.

Both Mr. and Ms. Toebbe are set to appear in federal court tomorrow in Martinsburg, West Virginia.

National Parties

In the lead-up to the 2008 Canadian federal elections much speculation was made about environmental issues and initiative, with various parties maneuvering to claim some portion of the green mantle. But it was the Liberal party which first brought a full-blown policy to the public.

In the months since the Green Shift initiative was brought forth, the political pundits and activists have both talked about this year as the first election where the environment would be a major issue on the minds of voters, and possibly a decisive one for the electorate.

It’s indeed true the environment ranks very high in minds of voters across the country, particularly among young voters. One national survey of Canadians between 18 and 25 finds the environment is the top issue. A poll of all voters found it to be the third most important single issue over all, behind the economy and health care, but the poll suggested that no one issue has really caught the attention of the electorate with many issues gaining similar attention.

The parties themselves seem indecisive, trying to claim a focus on environmental issues but rarely making specific proposals or promises, with the notable exception of the Liberals whose platform has been targeted by opponents and commentators as “wildly experimental” and “doesn’t go deep enough” by turns.

Examining the platforms of the New Democratic Party regarding air pollution and global warming as available on their website, one is struck by a lack of substance. Reference is made to C-377, the Climate Change Accountability Act, which the NDP calls “Layton’s Kyoto-Plus Bill”, which was passed in 2006. The party believes Canada can achieve its Kyoto requirements by 2012, though no mention is made of how a Layton government would do so.

In June of 2008 the Liberals tabled a plan, the Green Shift, which they claim would reduce Canada’s greenhouse gas emissions 20% under 1990 emissions – well below the 6% required by Canadian law when Canada ratified the Kyoto Accord – by 2020, which is rather after the 2008-2012 phase-in period required by that same law. The method of performing this reduction would be to shift the Canadian tax system, reducing income and revenue taxes by replacing them with taxes on greenhouse gas emissions. The plan generated considerable discussion and opposition, and the party has back-pedaled in some portions and added on in others, as well as announcing a couple of separate initiatives to soften the effects for farmers, homeowners, and fishermen among others.

A more diverse approach than solely a “Carbon Tax” is proposed in the Green Party’s platform, which presents an almost holistic approach of adherence to the Kyoto obligations, “Cap and trade” of carbon emissions, industry development with both green technology R&D and regulation as well as consumer subsidies, and their own version of a carbon tax. Alone of the parties they specifically mention the role of international diplomacy/trade as a part of their approach.

Such an approach appears to be anathema to the Conservatives, whose mantra since their election has been that Kyoto cannot be complied with without forcing an economic recession on the country, and used the Throne Speech of 2007 to reiterate that position. They have opposed cap-and-trade schemes in the past, but their platform for this election states their plan to reduce greenhouse gas emissions includes emissions caps for “four air pollutants commonly associated with smog and acid rain,” as well as “tough emission reduction targets”.

In contrast to the laundry-list of unconnected initiatives on the Conservative’s website, the clean platform pamphlet created by the Bloc Québécois makes a simple and apparently heartfelt statement on the environment:

La lutte aux changements climatiques est devenue un enjeu fondamental pour l’humanité et le Québec est déterminé à apporter sa contribution, à sa façon. À Ottawa, c’est le Bloc Québécois qui mène la lutte en faveur de l’application du protocole de Kyoto dans le respect des choix du Québec.
Tackling climate change has become a fundamental issue for all of humanity and Québec is determined to make its contribution, in its own way. In Ottawa, the Bloc Québécois, respecting Québec’s choices, is leading the fight to enforce the Kyoto Protocol.

Just how they plan to enforce the Kyoto obligations is not stated, though they do discuss a carbon market, and tax incentives for home heating upgrade and transportation.

There seems to be a wide if somewhat shallow interest in the electorate as to just what each party is offering on the environmental file. But with sketchy platforms regarding environmental issues, it’s no wonder some of the parties have turned to the subject of economics in recent days.
