Possible eruption at Ruapehu Volcano in New Zealand

A volcano alert has been issued after a moderate 2.8 magnitude earthquake occurred at Mount Ruapehu last night at 10.30 p.m. (NZDT). The quake also broke the Crater Lake cable which generated a call-out from the lahar response team.

The New Zealand Department of Conservation has issued a high risk warning for the crater at Mount Ruapehu and Dave Wakelin, community relations officer for Tongariro-Taupo, said: “The warning was issued Thursday morning, in case more volcanic activity follows.”

It is yet to be confirmed if there was an eruption, as poor weather made it hard to see the crater from plane. Craig Miller, vulcanologist for Geological and Nuclear Sciences (GNS Science), said: “I had hoped to see if the lake was surrounded by blackened snow. All we could see was cloud.” Steve Sherburn, duty vulcanologist for GNS Science, said: “The cause of the alert would remain uncertain until the weather cleared and there could be a proper examination. Part of the DOC lahar monitoring system appears to have been damaged at the time of the earthquake which suggests there may have been an eruption, but other monitoring data says that any eruption must have been relatively small.” If there was an eruption it was probably only a small one.

The alert level is remaining at one, which means there are signs of volcanic unrest.

Monitoring of Mount Ruapehu will continue.

This was the first reported call-out since 1995.

Then came the software boom, and Hyderabad slowly started morphing from a homely, conservative girl-next-door to a snazzy chica. And now, we have a horde of eat-outs catering to international tastes, including Italian, Thai, American and Mexican. It is not surprising that many of these are fine dining destinations.

But sadly, the fine dining marketplace is so crowded that many restaurants have even closed down due to a lack of walk-ins. This, despite the good food and the good ambiance.

Such eat-outs might want to take refuge in daily deal websites, which offer deep discounts at restaurants, salons and other businesses. Places running empty get free publicity, and also get walk-ins, even if they have to settle for lower margins.

However, from the point of view of a deal site, among all services that can be promoted through deals, it is the restaurants that are the toughest to be cracked. Restaurateurs are never convinced very easily about the benefits that a limited-period offer would give them. Hence, it is mostly the newer lot of eat-outs, that are willing to experiment with unconventional methods of low-cost publicity.

ranging from 40% to 60%, many shy away. Is it possible for restaurants to give away deals foregoing their margins?

On the other hand, those who do end up giving a deal have a tough question to answer from their customers: Is the food at these restaurants over-priced in the first place, enabling offers like these?

Still, fact remains that there is an increasing number of Indian Internet users who have tasted what deal from a group-buying/daily-deal site, and are open to buying more, even if it means experimenting. So for example, a software engineer sitting in Madhapur wants to take everyone out for dinner, he or she is very likely to search online for restaurant deals and pick an offer that he likes.

In such a scenario, it will not be surprising to see well-heeled restaurants and dining destinations being advertised on 90% Off websites. Whether this will re-invent their presence, or whether they will lose their charm one will have to wait and watch.

Israel announces 10 month halt to settlement construction in West Bank

The prime minister of Israel, Binyamin Netanyahu, told a news conference earlier today that there will be a ten-month stop in the construction of new settlement housing in the West Bank. The Israeli cabinet approved the move by a margin of eleven to one.

“We have been told by our friends that once Israel takes the first meaningful steps towards peace, the Arab world and the Palestinians will follow,” said Netanyahu following the cabinet’s endorsement of the move. “Well, the government of Israel has taken a very big step towards peace today, and I hope the Palestinian and the Arab world will work with us to forge a new beginning for our children and theirs.”

The freeze was made “out of broad national interests with the aim of encouraging negotiations with our Palestinian neighbours,” he continued. “When the period of freeze ends my government will return to the previous policy of building in Judea and Samaria [the Jewish name for the West Bank].”

“This is a far-reaching and painful step […] We hope that this decision will help launch meaningful negotiations to reach an historic peace agreement that will finally end the conflict between Israel and the Palestinians,” Netanyahu later said.

Under the plan, construction permits for new residential buildings would be put on hold for ten months. The government said that “natural growth” — characterised by the construction of homes by young people, who were raised in the settlements and want to build houses for their own families — would be exempt from the freeze. Parts of the West Bank that Israel annexed to the Jerusalem municipality would also be excluded from the freeze. The building of schools and places of worship, which will enable settlers to live what Netanyahu described as “normal lives”, will also continue.

“We will not halt existing construction and we will continue to build synagogues, schools, kindergartens and public buildings essential for normal life in the settlements,” he commented.

The prime minister added that there would be no change to Israel’s existing policy on the issue of Jerusalem. “Regarding Jerusalem, our sovereign capital, our position is well-known. We do not put any restrictions on building in our sovereign capital,” he said.

Several members of the Israeli cabinet expressed their disapproval at the proposal, with the conservative, ultra-Orthodox Shas party boycotting the cabinet meetings.

“I think it’s a complete crumbling of Netanyahu’s position and is contrary to all of his electoral promises. He promised an end to unilateral steps, and here we see him after only a few months in office giving up, even though there is no reciprocity from the Palestinians,” said the head of the main settler lobby, Danny Dayan, to the Christian Science Monitor. We are 300,000 citizens, living in 150 communities. It is impossible to freeze us. I don’t how it will happen, but we will break this freeze.”

Many Palestinians also criticised the proposal, mainly because East Jerusalem was not included in the settlement freeze. Nabil Abu Rudeineh, a Palestinian spokesman, said to the Wafa news agency that Palestine “rejects returning to peace talks without the complete cessation of settlement activities in the West Bank and Jerusalem.”

Palestinian prime minister Salam Fayyad also rejected the plan. “The exclusion of east Jerusalem is a very, very serious problem for us. We are not looking for the resumption of the process just for the sake of it, for it to falter a week or two down the road,”

Israel captured East Jerusalem from Jordanian control, following Israel’s victory in the 1967 Arab-Israeli War. The Jewish state annexed that part of the city in a move that was not recognized by the international community.

Earlier this week, on a visit to Argentina, Palestinian President Mahmoud Abbas stepped up his campaign to put international pressure on Israel to stop building on lands that Palestinians say are their own. Abbas urged US president Barack Obama, as well as leaders of other nations that support Israel, to press the Jewish state to end its construction of settlements on occupied lands.

Netanyahu has in the past offered to restrain settlement growth, but today’s announcement was the first time that he set a clear timeframe.

Most of Greek workforce participating in a general strike, say unions

Greek workers’ unions claim that 70 to 100% of country’s workforce has joined the general 24 hour long strike on Friday. The general strike was called by labor umbrella organizations as a show of support for striking bank employees, who are in their third week of strikes.

Private and public sector workers alike are protesting mass lay-offs, alleged age discrimination against employees, the lowering of pensions to 40% of former salary, the repudiation of collective bargaining agreements, while voicing support for the retention of the eight-hour work day.

Buses operated between 8am until 9pm, while the metro, railway, and trams did not operate at all. Administration and civil servants stopped working for three hours during the day. Banks are working with emergency personnel, causing a shortage of currency and slowing commercial and financial transactions. The president of the security guards’ union, which includes employees responsible for filling automatic teller machines estimates that most machines will run out of money sometime tomorrow.

Workers in other branches of the private sector, including shipping and tourism, also went on strike for a day. The private sector accounts for roughly half the Greek workforce, with the other half are employed in the public sector.

Independent estimates or reports on impact of the general strike are hard to find, as media workers has joined in the walkout, and broadcast news outlets did not operate at all from 1pm to 5pm.

The strikes were followed by protests in several Greek cities.

The Greek economy continues to grow, but growth has slowed since the close of the 2004 Summer Olympics and analysts had expected economic and political turmoil this summer. Greece had a high GDP growth rate prior to 2004, when it reached 4.1%. However, it is expected that for 2005, it will be around 2.7%. Additionally, a recent survey by the National Statistics Service estimates the national poverty rate to be 20%, despite recent economic progress.

A controversial proposal by New Democracy Prime Minister Costas Caramanlis would overhaul the country’s Social Security system to include bank employees, who until now have had separate pension schemes and largely oppose the merger.

A main belt asteroid, No. 274301, has been named after Wikipedia, a free encyclopedia. The information became available on the Minor Planet Center’s website yesterday.

The decision of the Committee for Small Body Nomenclature to assign the name “Wikipedia” to the asteroid was published in the Minor Planet Circular of January 27, published online yesterday, page 82403. Wikimedia Ukraine board member Andriy Makukha proposed the name. It was submitted to the Committee by the head of the Andrushivka Astronomical Observatory in Ukraine, Yuri Ivashchenko.

The official dedication of the name says:

Wikipedia is a free, copyleft, collaboratively edited online encyclopedia launched in 2001. In 11 years of its compilation it became one of the largest reference works and one of the most visited web-sites on the Internet. It is developed in more than 270 languages by enthusiasts from all over the world.

The asteroid 274301 Wikipedia was discovered by the team of astronomers of Andrushivka Astronomical Observatory. At first it was observed by that team on August 25, 2008 at 22:47 (UTC). It was also observed on the next night and two weeks later on September 6. It received provisional designation 2008 QH24. Accurate calculation of its orbit showed asteroid 2008 QH24 is the same as 1997 RO4 and 2007 FK34. The asteroid had been previously spotted by observatories including Caussols-ODAS in France, and Mt. Lemmon Survey and Steward Observatory in Arizona, US.

On April 18, 2011 the minor planet received the number 274301.

Nominations were declared on September 21 for South Gippsland Shire’s upcoming council elections, to be held by post from October 5-22. A total of 24 people in the Australian council’s three wards have put themselves forward to stand as candidates. The shire has been governed by administrators appointed by the Victorian state government since August 2019, when the council was sacked after a state government inquiry found “high levels of tension” within the council.

Wikinews interviewed one of the candidates standing in this election, Rosemary Cousin, via email. Cousin is endorsed by the Australian Greens, and is contesting the Tarwin Valley ward, which elects three councillors to the South Gippsland Shire Council, and includes the towns of Leongatha and Mirboo North.

The last day of the Wikimania 2008 conference saw Saturday morning sessions on a variety of topics. Wikinews attended a presentation by Eric M. Johnson from the United States Department of State. Eric, a former NCO in the U.S. Marines, is the lead for the Knowledge Management Action team in the department’s Office of eDiplomacy, and involved in department’s use of Web 2.0 technologies for knowledge management. This includes blogs, and the key focus of his talk, Wiki culture in the U.S. Department of State.

Eric opened his presentation with an introduction to the U.S. State Department, one of the oldest agencies of the American government, which today has around 57,000 employees worldwide. When formed in the 18th century their offices and diplomatic staff operated largely autonomously due to lack of ability to communicate rapidly. By the mid-20th century this had changed with the advent of telegraph lines, and changed again with the Cold War and security concerns bringing to the fore the well-known term, “need to know”.

Now, in the 21st century, the volume of internal communication generated by the department is a staggering 1,800,000 cables a year, 1.5 billion emails, production of around 500,000 print volumes, and maintenance of approximately one thousand websites. Both internal and externally facing.

A pilot project was set up, Diplopedia, a MediaWiki wiki running on the department’s internal network, which outside of the department of defence is one of the largest private networks operated by the U.S. government.

A grassroots effort, this project to promote knowledge sharing differs from the well-known Wikipedia in that it does not allow anonymous edits. There are around 1,000 registered users who have contributed over 4,400 pages. Integration with the Department of State’s internal search engine prioritises results from the wiki, increasing the popularity of the site such that it has received over 650,000 page views. Like Wikipedia, users are required to provide sources for entered information at the foot of the article, and users are warned that it is a starting point and not an authoritative source of information. Data on visa requirements and information from other static department sites has been incorporated into the wiki.

Eric described the project as just reaching critical mass and attracting increasing interest from other departments. Among the ingredients leading to the success of the project were the cultural change with increasing awareness of the technology from Wikipedia, the formation by the community of a welcoming committee, and the taking on of roles to carry out tasks such as drafting. A number of staff act as “gardeners” tending to the wiki content, keeping it fresh, and well cross-referenced. The continual updating is a novel concept to many of their employees.

Unlike Wikipedia, and many other projects using MediaWiki, none of the Diplopedia pages are locked or protected. This even includes their main page. To date there have been none of the content disputes that have been an issue on Wikipedia, and the use of the wiki to replace traditional websites which are far more time consuming to maintain is seen as a logical extension of the project.

Carried out with no outside help, and by learning from others’ mistakes, the department has adopted mechanisms for assuming that contributions are well-intentioned, and has a body for oversight in the event of a dispute.

With the success of the project, eDiplomacy plans to introduce a separate, classified wiki. They will also expand the effort to compile biographies of foreign leaders, which was pioneered by the U.S. missions in Italy and Germany. This effort has proven valuable when combined with a version of the site available on portable devices such as the Blackberry.

The future holds moves to seek more support from management and integration with their primary authentication system. Among the features on the main page to keep the project interesting to staff is a “Diploquiz” which poses a weekly trivia question which can be answered from somewhere within the wiki.
