Department of Defense report lambasts communication failure in US War on Terror

Monday, December 20, 2004

WASHINGTON, D.C. — A U.S. Department of Defenseadvisory committee has released a report harshly criticizing the U.S.-led “[[Waron Terror]]”. The report details communication failures with the Muslimworld, and notes that current efforts may have achieved the oppositeof their intended effect.

The report released without publicity the Wednesday before Thanksgiving by Defense Science Board, focuses on a failure of communication, which the Defense Science Board considers vital to the war on terror. It asserts this failure of “strategic communication” contributes to a perceived “negative image in world opinion and diminished ability to persuade” of the United States, and that a resulting atmosphere of hostility can manifest in numerous ways.

The list of harmful effects includes “terrorism, thin coalitions, harmful effects on business, restrictionson travel, declines in cross border tourism and education flows, anddamaging consequences for other elements of U.S. soft power”.

According to the report, “The information campaign … is an essential objective, because the larger goals of U.S. strategy depend on separating the vast majority of non-violent Muslims from the radical-militant Islamist-Jihadists. But American efforts have not only failed in this respect: they may also have achieved the opposite of what they intended.”

By way of example, the report quotes figures from a June 2004 Zogby poll, claiming to show a significant drop in Arab support for the U.S. in the past couple years. Statistical results are reproduced below.

Country June 2004Favorable/Unfavorable April 2002Favorable/Unfavorable
Morocco 11/88 38/61
Saudi Arabia 4/94 12/87
Jordan 15/78 34/61
Lebanon 20/69 26/70
UAE 14/73 11/87
Egypt 2/98 15/76

The report further claims, “American direct intervention in the Muslim World has paradoxically elevated the stature of and support for radical Islamists.” As summarised in a Christian Science Monitor headline, ‘They hate our policies, not our freedom’.

So why has support for the U.S. dropped? — to single digits in some Arab nations. President Bush and others have famously claimed that America is hated for its freedom. But the Defense Science Board concluded that most Arabs “do not hate us for our values, but because of our policies.” From the same Zogby study:

MoroccoFav/Unfav Saudi ArabiaFav/Unfav JordanFav/Unfav LebanonFav/Unfav UAEFav/Unfav
Science / Technology 90/8 48/51 83/13 52/46 84/12

Policy on Terrorism 13/82 2/96 21/75 10/84 9/84
Iraq Policy 1/98 1/97 2/78 4/93 4/91

This study explains that while support for American values may not be overwhelming, it is practically non-existent for America’s policies in the Middle East.

“The overwhelming majority voice their objections to what they see as one-sided support in favor of Israel and against Palestinian rights, and the longstanding, even increasing support for what Muslims collectively see as tyrannies, most notably Egypt, Saudi Arabia, Jordan, Pakistan, and the Gulf states. Thus when American public diplomacy talks about bringing democracy to Islamic societies, this is seen as no more than self-serving hypocrisy.”

In the eyes of Muslims, according to this report, America is really only looking out for its own interests.

It concludes from this that the fundamental problem with relations with the Muslim world is not a simple matter of crafting the right message. “Rather, it is a fundamental problem of credibility. Simply, there is none.”

Beginners Tips For Building Wooden Ship Models

Wooden boat kits are very simple and easy to construct. They are trouble-free to put together but also a pleasurable past time. However, it is important to pick the right kind of model kit. You have to decide what kind of model ship or model boat you desire to construct, before buying any wooden ship kit.

There are different kinds of model ships and boats are available in the market. The greatest advantage with these kits are that they are easily available. Once you have purchased the kit, find out how many things you got inside the kit. Make sure that all the pieces inside in the kit and the pieces mentioned on the list all match up. If any of the pieces goes missing, it could take away all the fun of building a ship model.

While checking all the pieces of the ship kit model, you get an idea of the whole model boat kit. Read the given instructions carefully before you start building the model. Keep all the parts of model beside you before beginning. Systematically follow each instruction. Be organized and do not try to be hasty or jump steps.

It is convenient to keep all the parts of the kit neatly on a table so that you don’t get confused with what you are working. In these wood ship kits, most of the parts given are already cut and shaped precisely. All you have to do is to fix them properly according to the instructions. It will save a lot of time as you don’t have to figure out where and which piece has to be placed. Therefore, it is a quite a simple process.

You can make it more enjoyable and simple by organizing your work schedule and method of working. Make sure that all the parts of the ship models are in good condition. There should be no damaged or warped parts which can create difficulty in joining. You could begin to build the frame and keel and then carry on from there. It would be very helpful if you manage your work properly as this would help in working accurately and faster.

Handcrafting the wooden ship kits can be highly rewarding experience as the final result is very attractive to look at. Take care of all the complicated details. Sand paper the joints so that there are no uneven and rough surfaces. When you have applied glue on the model, wait until the glue has dried before you proceed to the next step. Be practical and patient as there is no point in hastening through the process.

Senior UK politicians talk at Confederation of British Industry conference

Monday, November 21, 2016

UK Prime Minister Theresa May and opposition leader Jeremy Corbyn both spoke at the annual Confederation of British Industry conference today, talking about Britain after its planned ‘Brexit’ from the European Union, and future plans for business.

May formally announced plans to cut corporation tax from 20%, without giving details, in order to discourage businesses from leaving the UK post-Brexit. Corbyn said in his speech he believes investment by the government on things such as infrastructure improvements is shared ground between Labour and businesses but “businesses will need to contribute” meaning “some increase in corporation tax” under his administration.

Theresa May also toned down plans to put ordinary workers on corporate boards, a campaign promise from running to become leader of the ruling Conservative Party. She said she is working to create a “model that works for everyone” after consulting firms and the general public, with possible plans including panels or advisory committees. The General Secretary of the Trades Union Congress responded by saying “Theresa May made a clear promise to have workers represented on company boards […] This is not the way to show that you want to govern for ordinary working people.” Jeremy Corbyn also criticised this announcement saying “we need to see genuine employee representation at board level, which the prime minister promised, but I see is already backing away from.”

Theresa May also announced she wishes to spend £2Bn annually in research and development, as well as plans to start a small business research initiative to look into helping innovators get ahead. Jeremy Corbyn however said he plans to spend 3% of the UK’s GDP on R&D, significantly more than specified by May.

Jeremy Corbyn’s plans for the UK’s economy focussed on investment. Speaking at the conference he said “First and foremost, a Labour government will prioritise investing in our economy.” As well as the investment in research, Corbyn also promised funds for areas including house building and infrastructure. This would be controlled by the proposed “National Investment Bank”. Corbyn said “Our National Investment Bank will deliver long term strategic investment in our under-powered infrastructure and provide the patient finance that our businesses need across the country.”

May told the conference she would not give “a running commentary on every twist and turn” of the Brexit negotiations. This comes after allegation in the press that she she has no plan to keep under wraps, a claim that has been backed up by an alleged leaked internal government memo that talks about a “lack of overall negotiation strategy” within government.

2005/01/08 Tsunami aid donations in 2005 deductible for 2004 in the U.S.

Saturday, January 8, 2005

U.S. citizens donating in 2005 to help tsunami victims may write off their donations on their 2004 tax returns, thanks to a bill quickly passed in the U.S. House of Representatives and the U.S. Senate on a voice vote, and signed into law by president George W. Bush.

Without the new law, contributors would have waited until 2006 and their 2005 tax returns to be able to write off their charitable donations. The law is intended to promote donating towards the tsunami relief effort.

CBS News reports Indiana University’s Center on Philanthropy is estimating approximately 322 million U.S. dollars in goods and cash have been donated by private U.S. citizens and corporations, in addition to the 350 million that was promised by the government.

An AP/ISOS poll has found three in ten U.S. citizens have donated to Tsunami Aid organizations.

WHO declares Ebola outbreak an international emergency

Monday, August 11, 2014

On Friday, the World Health Organisation (WHO) stated the West African Ebola outbreak is now an international health emergency.

The current ongoing outbreak of Ebola is the deadliest since the disease was first reported in humans 40 years ago, with nearly 1,000 people reported to have been killed by the disease in this outbreak. So far three countries, Sierra Leone, Liberia, and Nigeria, have declared national emergencies in response to the outbreak, with cases also reported in Guinea. The latter country was reported to have closed its borders with Sierra Leone and Liberia, but an official announcement later clarified they were taking medical precautions on border crossings.

Director-General of WHO Dr Margaret Chan appealed for an international response to the outbreak, calling it “the largest, most severe and most complex outbreak in the nearly four-decade history of this disease”. Reports say the comparatively underdeveloped medical infrastructure in the affected countries has hampered efforts to contain the spread of the virus, with Liberia’s health system particularly under-equipped for the pressure. Medecins sans Frontieres (MSF) said the health system in Liberia was “falling apart”. Health experts and aid workers from Europe and America are already working to help bring the outbreak under control, but MSF and WHO are now calling for more help.

The announcement by WHO has international law implications, and it is expected possible cases will not be allowed to leave the countries affected until it is confirmed they are clear of the virus, with the possibility of travel being denied from any region not meeting the WHO’s guidelines. WHO have also warned all nations should prepare to bring their own nationals back to home territory for treatment if infected by the virus, with cases already returned for treatment to the US and Spain.

WHO vaccine chief Jean-Marie Okwo Bele told [[Agence France-Presse|AFP] ]he expected a possible vaccine against Ebola to start clinical trials next month, stating: “Since this is an emergency, we can put emergency procedures in place […] so that we can have a vaccine available by 2015”. WHO assistant director-general Marie-Paule Kieny admitted, however, to do so the bar set during the testing process would have to be lower, reflecting questions about the ethics of using comparatively untested drugs, and who they should be given to.

Meanwhile, restrictions put in place to limit the spread of the disease are reported to be causing problems among those affected in already impoverished areas. Liberia and Sierra Leone are both reported to have deployed soldiers to limit travel within these countries, with many residents reported to be worried about the effect on their trade and incomes. The Telegraph reported from interviews, there is also resistance to some measures in Liberia, where there is a strong stigma attached to the disease. This has led to many people refusing to report the deaths of family members and hand their bodies over for cremation. There have also been cases of violence towards those seeking to enforce government measures to limit the disease’s spread.

Saturday, September 4, 2021

Since June 2019, the people of South Gippsland Shire, located at the southernmost tip of Australia, have been without a local council, after a state government inquiry found “high levels of tension” within the council. However, South Gippsland’s council is scheduled to be restored with an election to be held via post from October 5-22, 2021.

Wikinews interviewed one of the candidates standing in this election, Sue Plowright. She is an independent contesting the Coastal-Promontory ward, which covers towns such as Venus Bay, Waratah Bay, Yanakie, Foster, Port Welshpool, and Toora.
